Lottery, Tax Board, EDD Recruiting for Leadership, Specialty Roles

The California State Lottery, the Franchise Tax Board (FTB) and the Employment Development Department (EDD) are recruiting for leadership and specialty positions.

The Lottery is seeking a cybersecurity and engineering manager (IT Manager I) to exercise full management responsibility for engineering and implementing technical security controls; administrating and supporting security tools/platforms; monitoring and investigating security events and anomalies; performing technical security tests and assessments; and providing technical and operational support for the Lottery’s physical security systems and devices.

The manager has “strategic as well as day-to-day management responsibilities,” according to the job posting and duty statement.

Desirable qualifications include:

  • Proven track record in guiding, developing and managing a diverse team of high-performing security engineers and professionals responsible for delivering a wide range of cybersecurity and engineering services
  • Ability to analyze complex technical issues and ability to clearly communicate technical concepts to both technical and business stakeholders
  • Skills to successfully manage relationships with various stakeholders, including senior management, technical teams and vendors
  • Knowledge of and experience with modern cybersecurity technologies, services and capabilities, cloud services and cloud security best practices
  • Possess relevant security-related certifications such as CISSP, CISM or equivalent security/engineering certification, and have strong project management skills and the ability to lead complex cybersecurity initiatives

The monthly salary range for this role is $9,114 to $12,213, and the application deadline is Aug. 27.

FTB is recruiting for an enterprise quality assurance systems architect (IT Specialist II) to independently plan, organize and provide administrative and technical direction to IT professionals.

The architect is responsible for:

  • Working closely with FTB’s IT managers, architects and business partners to provide technical leadership, expert analysis and guidance to improve existing quality assurance patterns and practices
  • Providing expert analysis and crafting proposals for efficiently upgrading how quality assurance is conducted to minimize the risk of system defects
  • Maintaining and applying business and technical knowledge of FTB systems of work including business processes, procedures, standards and technologies
  • Engaging peer teams and encouraging them to explore new models, methods and services to speed up the process of quality assurance, increasing its manageability through various software releases
  • Working closely with peer software development life cycle (SDLC) teams and management to identify and provide input and guidance to complex projects and initiatives that will provide the greatest value to the department

Desirable qualifications include:

  • Experience with system testing and quality assurance processes, methodologies, test management tools and test automation tools; and experience in complex system test design and analysis including end-to-end test cases and cross-system and/or cross-platform tests
  • Experience maintaining, building and/or optimizing development or test infrastructure (e.g., environments, tools, data and repositories) and querying databases and participating in large-scale SDLC projects
  • Experience analyzing technical problems, defining technical problems and recommending viable solutions
  • Knowledge of FTB’s business functions or the EDR2 project
  • Experience using MS Team Foundation Server (TFS)/Azure DevOps Server

EDD is recruiting for an enterprise storage engineer (IT Specialist I) with “extensive experience with supporting enterprise storage systems, securing data transport and providing data protection.”

The position will serve as a technical specialist in EDD’s Infrastructure Services Division (ISD) in support of the organization’s enterprise IT operations, including all associated hardware/software components and the confidential and sensitive data used at EDD. The incumbent is responsible for the implementation, maintenance and operation of the organization’s statewide IT systems.

The incumbent, according to the job posting, “will demonstrate a high level of technical knowledge to support ongoing optimization and new solution implementation.” The posting and duty statement specify a long list of desirable qualifications and experience, including:

  • Pure, Netapp and Dell (EMC) storage systems; Block, File (NAS), and object-based storage technologies; Brocade/Broadcom fiber channel switches
  • Zoning configuration, flogi process, FOS, and SANnav; and Commvault and other next-gen backup solutions
  • Backup scheduling, incremental, cloud archive, file restoration and VM restoration
  • Software-defined data centers; Microsoft server administration; VMware; Active Directory; AWS cloud technologies; and disaster recovery technologies
